The ICARE work programme was conceived for maintaining a high level of co-operation among partners during the entire project lifecycle and it is the result of a goal-oriented approach with a number of measurable milestones. The partners involved are all experienced in both the proposed work and the process of collaboration within the European context. This means that activities, that have been agreed following an extensive discussion and negotiation in the preparation phase, are realistic and based on the experience of each individual partner.

Project activities are divided into seven work packages, each with its own objectives, set of tasks and concrete outcomes.

Work Packages 1 (Project Management, Coordination & Communication), 5 (Quality Assurance & Evaluation), 6 (Dissemination and Valorisation of the ECVET Model), and 7 (Exploitation of the Results) refer to transversal activities aimed at ensuring an effective management of project activities as well as on-going process of awareness raising on project expected results among stakeholders and a sustainable impact beyond project lifetime.

Work Packages 2 (Inception Phase and Preparatory Activities), 3 (Implementation of ECVET Principles and Technical Specifications in Relation to Personal Care and Social Work Qualifications in Italy), and 4 (Implementation of ECVET Framework on Learning Outcomes Transfer Process among Partner Countries) are development work packages and they are the core of project activities aimed at applying ECVET principles and specifications to an already existing qualification sub-system in the field of personal care and social work along with all related tools and methodologies. The developed model (as well as equivalences among partner country systems) will be tested/validated in all participating countries thanks to a piloting phase which will involve directly VET providers, job services, etc.
